During the world water forum in Istanbul, local and regional Authorities adopted the "Istanbul Water Consensus"; among the main conclusions of the event, certain members expressed critical views regarding the absence of any followup after the declaration made at the previous Forum in Mexico. The adoption of the Istanbul Water Consensus, by local and Regional authorities from many countries, has created the need to develop a mechanism that enables the follow-up and monitoring of goals and policies taken in response to the Pact. In order to monitor the completion of targets, Portugal presented the creation of a Global Monitoring Platform, which will allow cities and regions to conduct a Diagnosis, set Goals, select Policies and measure their concrete Results.
